Ian Butterfield, Partner

Ian provides strategic counsel on influencing the U.S. government decision-making process. He has twenty years of experience working on Capitol Hill advancing a range of issues and interests. Ian has an intimate understanding of the full U.S. political system and the way public policy is shaped in Washington, D.C.

Ian serves as lead on all government issues - federal procurement, legislation and policy development.

Ian's professional experience covers U.S. government affairs, multi-national political institutions and international commerce. Prior to establishing Butterfield Carter and Associates, Ian was a senior staff member for the U.S. Senate Government Affairs Committee and Director, International and Government Affairs for Westinghouse Electric Corporation.

Ian has a Ph.D. from the University of Michigan and a Bachelors degree in History from the University of Cambridge.

Gavin Carter, Partner

Gavin provides strategic counsel on how best to influence different public audiences, such as the general public, the U.S. federal government and other institutions. He is skilled in employing different communications tools to suit these audiences, such as the web, contact programs and third party advocacy, as well as traditional press releases, press conferences, leaflets and brochures.

Gavin serves as company lead on media relationships, advising clients on media strategies, monitoring key issues and maintaining positive links with journalists and commentators.

Gavin's professional experience covers public relations, government affairs and marketing. Prior to establishing Butterfield Carter and Associates, Gavin held a series of positions with British Nuclear Fuels plc (BNFL) that led him to locate in the United States in the mid-1990s after working for over a decade in the United Kingdom.

Gavin has a Bachelors degree in Economics and Politics from the University of Leeds.

Kevin Billings, Associate

Kevin Billings is a proven executive with extensive knowledge and understanding of the management of energy and defense organizations in the pubic and private sectors. His Congressional experience includes working for Congressman Jerry Lewis, Congressman Sid Morrison and the American Nuclear Energy Council, where he was Vice President for Legislative Affairs.

Between 1990 and 1998, Kevin worked for Westinghouse Electric Corporation where, as Director and General Manager, Governmental and Environmental Services Company, he was responsible for the $3.5 billion business unit’s federal and international commercial and government activities, serving the Department of Energy, Department of Defense and private sector companies.

As a member of corporate and nonprofit boards, Kevin is skilled in financial and business oversight and governance issues. He is Sr. Vice President of mCapitol Management and collaborates with Butterfield Carter and Associates on a range of issues.

Kevin was educated at the University of Puget Sound, USA and later graduated at the University of Pennsylvania, Wharton School of Business.

Paul Kerkhoven, Associate

Paul is a government relations specialist with twenty years of experience on Capitol Hill. After working as a senior staffer for Senator Bill Roth, Jr. for ten years on environmental, energy, transportation and agriculture issues, Paul was appointed Director of Environmental Affairs at the American Highways Users Alliance with responsibility for identifying, monitoring and analyzing federal legislation, policies and regulations in areas impacting the national highway system. In 1998, Paul became Director of Government Affairs at the Natural Gas Vehicle Coalition where he promoted several legislative initiatives, including the creation of new tax incentives, research and development funding and environmentally-friendly federal transportation requirements. In 2003, Paul established Kerkhoven Consulting, providing government relations services to clients and collaborating on projects with Butterfield Carter and Associates.

Paul serves on a federal panel advising the Environmental Protection Agency on the impact of Clean Air regulations.

Paul has a BSc. in Biology from the University of Waterloo, Ontario and a Masters Degree in Public Administration from the University of Delaware.
